This is a convenience method that creates an instance of the InstanceStateChange.Builder avoiding the need to create one manually via InstanceStateChange.builder().

When the Consumer completes, SdkBuilder.build() is called immediately and its result is passed to startingInstances(List<InstanceStateChange>).
