This is a convenience method that creates an instance of the AutoScalingPolicyStateChangeReason.Builder avoiding the need to create one manually via AutoScalingPolicyStateChangeReason.builder().

When the Consumer completes, SdkBuilder.build() is called immediately and its result is passed to stateChangeReason(AutoScalingPolicyStateChangeReason).
