This is a convenience that creates an instance of the PublicAccessBlockConfiguration.Builder avoiding the need to create one manually via PublicAccessBlockConfiguration.builder(). When the Consumer completes, SdkBuilder.build() is called immediately and its result is passed to publicAccessBlockConfiguration(PublicAccessBlockConfiguration).
